DURATION

1.

DSL CERTIFICATE APPLICATION TO MASA

1. Application To MASA and Obtain Approval
2. MASA to issue letter (MO) to applicant  on the unavailability of vessel from MASA Member
3. UPON Confirmation by MASA another application to Obtain DSL Certificate to Ministry of Transport (MOT)
4. To pay the Processing of License Fees  issued(Receipt Presented)
5. DSL E CERTIFICATE  Issues Per application on  3 months validity basis
6. All original Certificate of the vessel must be made available to the agent for verification purposes weather it is qualify the procedure of DSL and to generate photocopy of all document for submission purposes. Owner or Representative can also provide full set copy of the document  as in  appendix A in photocopy.
7. Letter of appointment must be made available to agent in order to forward the application
8. Categories of application, DSL by PDA HOLDER , FORWADING AGENT OR SHIPPING AGENT , SHIPOWNER, CHARTERER, Anyone under this categories must be presented by Shipping Agent or Forwarding Agent

MOT APPROVAL

1.  Once MO issue by MASA -  the MOT will issue the certificate to the Vessel Representative or PDA License Holder  or shipping Agent or forwarding Agent
2. To pay the License Fees for certificate issued( License fees not included to be paid base on LOA of the ship(Receipt Presented)
3.  Application submitted must be accompanied with Full set of  Ship document as per appendix I

BUNKERING LICENSE IN  MALAYSIA

1. Upon Obtaining DSL CERTFICATE FOR MOT To Submit  Application To Marine Department For Bunkering Activities approval  in PTP or PASIR GUDANG OPL or Other Areas
2. All Ship/ Vessel  need to be inspected by  Marine Department officer on Onboard to verify Ship condition, validity of all Certificate, Crew International and Seaman Passport, Crews list, last port Clearance ,Inward Manifest and Vessel’s Certificate see Attachment. Transportation of Inspection Team by Boat to go onboard the vessel to be charges separately or according to Receipt. (To arrange with Marine department officer. Charterer, owner to facilitate the inspection procedure by shipping and forwarding agent)
3. Application submitted must be accompanied with Full set of  Ship document as per appendix A

1. MARINE DEPART MENT -7  working day
   (GELANG PATAH- JOHOR)
2. Inspection of Vessel -1 working day

(VESSEL LOCATION AT 104 or 103 POSITION)

BUNKERING APPROVAL BY CUSTOM DEPARTMENT

1. Similar application must be forwarded from CUSTOM DEPARTMENT to obtain Vessel bunkering approval in Malaysian Territorial water of Malaysia
2. Submission on  the application of the vessel to  include all ship/ vessel  document, PDA 2, Shipping Agent License, LPJ Operation Certificate. DSL and Marine Department approval letter.
3. This approval only made on DSLE ONLY given to shipping agent or Forwarding Agent registered in Malaysia

OPERATION LICENCE BY LPJ (LESEN OPERASI BY LPJ)

1. License issued by LEMBAGA PELABUHAN JOHOR  only to PDA Holder
2. Period of validity in one Year.
3. Fees determined by LPJ base in type of vessel, tugboat, pontoon, oil tanker and other. Rate of License  to be made available upon request.
4. Application must be submitted 1 months before expiry.
